Rich is a native Oregonian with a passion for the outdoors, fishing, and hunting. He obtained his law degree from the University of Oregon and has been a member of the Oregon State Bar since 1989. His bachelors degree is in fish, wildlife, and forest management from Oregon State University.
After eight years as a Deputy District Attorney in Lincoln and Coos Counties, Rich became president and lobbyist of the Oregon Concrete & Aggregate Producers Association. His lobbying issue areas of expertise include land use, transportation, economic development, sustainable building practices, labor relations, and workforce development/apprentice programs.
He is a past chair of Oregon's Healthy Stream Partnership and has served on the Governor's highway Cost Responsibility Committee and the federal government's Steen's Mountain Advisory Committee. Rich is an active member of the Oregon Capitol Club, the state's professional association for lobbyists and government affairs advocates.
Rich obtained his real estate broker license in 2021 and is a member of the Oregon Realtors. He is a broker and legal counsel for Capitol Real Estate based in Salem.
